Can two people use this to have a conversation?

Yes. Use Face-to-face mode: place the phone between both people and take turns speaking. Each person's speech is translated to the other's language.

Does it need an internet connection?

Speech recognition needs internet. In Chrome the translation itself runs on your device; other browsers translate through an online API.

Which browser works best?

Google Chrome provides the best speech recognition and on-device translation. Edge and Safari also work. Firefox has limited speech-recognition support.
